Trump's Progressive Alarm Overlooks Europe's Real Threat: Technological Stagnation.

Donald Trump's security policy document offers a misguided assessment of Europe. It claims that open-border policies and what it terms "woke" policies represent an existential risk to European civilization. However, this argument rests on a fundamental misinterpretation of the reality. The actual challenge facing the EU is not cultural but technological and economic lag.

A Glaring Economic Gap Separating Europe and the US

The data reveal a sobering contrast. Between 2008 and 2023, US GDP surged by 87%, while a mere 13.5% growth for the European Union. During this period, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now has a greater average income than major European economies like France and Italy.

Currently, about half of the world’s top fifty technology firms are US-based, while a mere four are European.

The Technological Shortfall: The Core Problem

The growing economic gap stems from stronger productivity growth in the US, fueled by breakthroughs and better use of resources. The scene of global tech dominance is decidedly US-centric. In the last fifty years, hundreds of American startups have scaled into enterprises valued at over $10bn, versus only fourteen in Europe.

This gap prompts a pressing issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, what is Europe stand? Experts widely agree it is largely a two-horse race involving the United States and China, with Europe starting at a clear disadvantage.

Underlying Factors of the Continent's Technological Lag

A number of major factors account for this technological divide.

  • Financing Ecosystem: The United States has a much more robust and agile system for funding startups. The EU has yet to establish a genuine capital markets union, which caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A US startup can introduce a service under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population, is split among 27 separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In some EU nations, business failure was once viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

In spite of these challenges, there are causes for optimism. Policymakers are growing more conscious of the existential challenge and have started to propose serious reform. Key reports on European competitiveness and the single market point to the necessity of major changes.

Given appropriate incentives and regulatory reforms, these assets could support much higher degrees of commercial innovation.

The continent retains significant strengths: skilled workforce, top-tier schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these foundations have the potential to unleash a new wave of venture creation.

Crucially, even if the EU does not become the leader in creating next-generation tech, it can still dramatically boost productivity by adopting and adapting advancements from other regions.

An Inflection Point

Europe now faces a decisive crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. But, without bold steps to address its structural weaknesses, today's slow erosion could give way to a sudden and irreversible loss of global economic relevance.
