English Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest study of municipal councils, English councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and land to shore up their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in southeast England said its asset disposal plan included the disposal of a shopping centre in a local town and a social club in another town to raise £20m over five years.

  • Gillingham golf club and business parks held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will have to raise local levies next April to address the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” stated a council leader.

He continued: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

A survey of regional authorities this week further found council budgets being strained by the increasing figures of children and older individuals needing Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the special educational needs framework until next year after a policy document outlining those reforms has been postponed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of difficulties confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of deprivation and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study revealed.
